Norsk Tipping runs lottery, sports and some casino-style games under that monopoly. A government consultation has proposed letting Norsk Tipping offer online poker, which would still sit inside the monopoly rather than open the market. Since 1 January 2025 Lotteritilsynet has also used DNS blocking against unlicensed gambling sites aimed at Norway.
Land-based commercial casinos are not a Norwegian product in the Las Vegas sense. Private luck-based gambling is tightly channelled, not “banned then quietly allowed on any .com”.
Norway speedily upgraded to mobile casinos
Norsk Tipping’s apps and mobile web are the local legal path on a phone. Foreign brands also run in the mobile browser. BankID is for banking and for some payments; it is not a gambling licence.
If a foreign lobby only loads through a workaround, stop. Terms usually forbid it, and Lotteritilsynet’s blocking work is aimed at that traffic.
Why choose a Norwegian Online Casinos
- The lawful remote operator for most money games is Norsk Tipping (horse betting: Norsk Rikstoto).
- Lotteritilsynet supervises those exclusive rights. It does not issue private online-casino licences to foreign groups.
- Player protection, loss limits and identity rules on Norsk Tipping are the local RG standard.
- Foreign sites may list NetEnt, Microgaming, Playtech and others. That is a studio fact, not a Norwegian licence.
- Norwegian banks are not allowed to process payments to unlicensed gambling operators, which is why foreign cashiers lean on e-wallets and prepaid vouchers.
- Support on a foreign brand will not sit under Lotteritilsynet’s player-protection file the way Norsk Tipping does.
Benefits of Norwegian Online Casinos
The benefit of the monopoly offer is a Norwegian regulator, Norwegian-language support, and tools that actually hook into local identity. Winnings from that channel are the tax-free gaming Skatteetaten describes. Foreign commercial casino is the opposite stack.
People still open foreign accounts for bigger lobbies and louder bonuses. Those are operator claims. They come with weaker local protection, possible tax on winnings, and payment friction. None of them holds a Norwegian licence.
Set a NOK budget before you play. Gambling is entertainment, not income.
Gambling laws in Norway
Pengespilloven 2022 is the statute. Only those with a permit under the act may offer pengespill. In practice the exclusive rights sit with Norsk Tipping and Norsk Rikstoto. Marketing unlicensed games is prohibited. Playing as a customer on a foreign site is generally not framed as a player crime; offering that site into Norway is.
Lotteritilsynet can order payment blocking and, since 1 January 2025, DNS blocking of named unlicensed casino domains. We do not list those domains and we do not explain how to reach them.
Age 18. Loss limits exist on Norsk Tipping. Skatteetaten: individual winnings above NOK 10,000 from commercial foreign gaming (including online casinos) are as a rule taxable; tax-free gaming over NOK 100,000 in total still has to be reported. Confirm your own facts. This is not tax advice.
Norwegian online casinos with a licence
There is no private “Norwegian online casino licence” you can shop for. If the footer says MGA, Curaçao or Kahnawake, that is another country’s register.
Norsk Tipping is the licensed state company. Foreign brands in the list above are not Lotteritilsynet licensees. Do not confuse a payments company (Skrill, Visa) with a gambling regulator.
The online poker proposal would, if adopted, still be exclusive to Norsk Tipping. It would not open the market to foreign operators.
Enjoying Norway’s Online Casinos
Use Norsk Tipping if you want the legal remote channel. If you still look at foreign brands, read the licence as foreign, expect bank declines, and read bonus terms in full.
KYC still sits in front of a cashout. Name on the method must match. Unfinished wagering freezes withdrawals. There is no strategy that guarantees a profit.
Most Popular Games in Norwegian Online Casinos
On Norsk Tipping, play the games that company lists. On foreign sites, slots dominate, then live tables. Sports sit on Norsk Tipping and on foreign books.
RTP is a long-run studio figure. It is not a NOK payout speed. Demo credits cannot be withdrawn.
Video poker, keno and jackpot slots appear on some foreign lobbies. See our video poker, keno and slot sites guides for rules, not for a Norwegian licence claim.
Payment Methods in Norwegian Online Casinos
On Norsk Tipping, pay with the methods that account lists, usually Norwegian bank credentials. On foreign cashiers, cards are often declined because Norway bans payment processing for unlicensed gambling. E-wallets, prepaid vouchers and sometimes crypto fill that gap. Deposit is not withdrawal. Currency is NOK where listed; otherwise you pay FX into euro.
E-wallet & Credit card
Visa and Mastercard debit can work until the bank blocks the payment. Credit for gambling is a poor idea even where the button exists. Skrill and Neteller are common foreign-cashier wallets, not Lotteritilsynet products.
Wallet fees sit on the wallet’s tariff. Advertised “instant” cashouts are operator copy after KYC. Paysafecard is usually deposit-only.
Bank transfer
Norwegian banks can refuse gambling transfers. Open-banking or Trustly-style rails appear on some foreign cashiers when the bank allows the merchant.
SEPA into a euro wallet adds FX on top of NOK. Keep records if you may need to report foreign winnings to Skatteetaten.
A bank credit after casino approval is two clocks: operator processing, then the bank. Neither is a licence.
Norsk Tipping promotions follow Norwegian marketing rules. Foreign welcome tiles look larger and carry heavier wagering. They are operator claims.
A 35x match on deposit plus bonus is a large NOK turnover, not free money. Max bet, game weighting and expiry decide whether it is finishable.
Free spins
Spins lock to named slots and a stake the operator sets. Winnings often land as bonus funds.
If the package excludes e-wallet deposits, the headline is decoration. Read the method list first.
Games and Software
Foreign lobbies name NetEnt, Microgaming, Playtech, Evolution and others. Those studios are not Norwegian regulators. Game availability follows the operator’s licence abroad, not Pengespilloven.
Jackpot titles such as those reviewed under Mega Fortune and Hall of Gods advertise a large top prize at a long shot. Stake size still caps the ticket.
Our Microgaming guide covers the studio behind many of the older jackpot slots.
The most popular Casino software
There is no official “most popular in Norway” studio table we can cite. What you can check is the provider named in the game help, and whether that title is even offered on Norsk Tipping.
A studio seal is not Lotteritilsynet.
Online Slots
Slots dominate foreign lobbies aimed at Nordics. Volatility and RTP sit in the help file.
Bonus-buy features are often excluded from wagering. That is a terms fact, not a glitch.
Play only with a NOK budget already accepted as entertainment. Chasing a jackpot is how limits get broken.
Live Casino
Live roulette and blackjack need a stable stream and usually higher table mins. The dealer is real. The edge is still the house edge.
Norsk Tipping’s live or studio offer is the local legal version of this product, where it exists. Foreign Evolution-style lobbies are a different licence.
Sports Betting
Sports betting for Norwegians on the legal channel is Norsk Tipping (and horses on Rikstoto). Foreign books are unlicensed in Norway.
In-play, cash-out and bet-builder rules are operator terms. A casino welcome often excludes sports stakes.
Virtual Sports
Virtual football and similar RNG sports are casino-like products on many foreign sites. They are pengespill when offered for money. They are not a licensed Norwegian vertical for private companies.
VIP Programs
Points and host contact score eligible real-money stakes. They are retention tools. A VIP host is not a regulator.
Do not raise a NOK limit because a tier is one deposit away. If gambling stops being entertainment, stop.
Customer Support
Norsk Tipping support is the local desk. Foreign brands may offer Norwegian chat, but that support still sits under a foreign licence, so keep copies of your tickets. Our King Billy review is one example of a foreign-licensed casino; it is not a Lotteritilsynet licensee.
Safety and Security
HTTPS is ordinary. Look up the footer company on the register that issued it. That register is not Lotteritilsynet unless the operator is Norsk Tipping or Rikstoto.
BankID confirms you to a bank. It does not make a Curaçao casino a Norwegian permit. KYC will still run on a cashout.
Summary
Play on Norsk Tipping (or Rikstoto for horses) if you want the legal remote channel. Foreign brands are not Norwegian-licensed. Age 18. Currency NOK. Help: Hjelpelinjen 800 800 40.
Foreign winnings can be taxable above Skatteetaten’s thresholds. We do not advise DNS or payment-block workarounds. Gambling is a pastime.

Alina Silva runs the content team at CasinoKix. She writes and updates our casino reviews and player guides, with a focus on what European players need to know before they sign up: who actually runs the casino, which licence it holds, and what the bonus and withdrawal terms really say. Every review follows the same method, so licences are checked on the regulator’s own register and the company in the casino’s terms is matched against the licence holder.
