What an EU casino is
When people search for EU casinos they want a euro shortlist and a plain answer to whether “EU” is a licence, a currency or a shopping list. Those are different jobs. A euro cashier and a Finnish or German lobby do not, by themselves, mean the operator is allowed to take you.
On this page, an EU casino is an online casino a player can use because the operator is permitted to accept that player. The licence that matters names the place you live. On an international site, it is a real authority plus a restricted-countries list you can read.
Four labels get treated as one map. They are not.
EU-27 is the European Union in 2026: twenty-seven member states, each with its own gambling statute. Remote gambling is not a single Union service. Member states write the rules that apply to their residents.
Europe is the continent. Switzerland is in Europe and not in the EU. The United Kingdom is in Europe and left the EU.
The EEA adds Iceland, Liechtenstein and Norway to the EU-27. An EEA address does not turn a Maltese B2C licence into a Norwegian or German one.
The UK is not an EU member. The UK Gambling Commission licenses Great Britain. A UKGC number on a site does not make that site legal in France or licensed in Sweden.
The Malta Gaming Authority issues a serious Maltese licence. An MGA permission describes the games a Malta-based operator may run under Maltese law. It does not, by itself, let that operator take players in Germany, the Netherlands, France, Sweden, Spain or Italy where those countries require their own permission. If a lobby says “European licence, play from anywhere in the EU,” read the restricted-countries list first.
Curaçao, Kahnawake and Anjouan appear on international sites that still take euro. They are offshore seals, not European permissions. CasinoKix reviews some of those brands. A Curaçao seal is not a reason to call a site the best casino in Europe.

EU Casino licences
You will see the same handful of names in a lot of European footers. The list is a field guide, not a claim that any one of them covers the Union.
Alderney and the Isle of Man are Crown Dependencies, not EU member states. If the footer only says “licensed and regulated” with no number and no register link, you do not have a licence you can check. Where you live decides the legal operator, not the language of the lobby.
German Law
The statute is the Glücksspielstaatsvertrag 2021 (GlüStV 2021). It entered into force on 1 July 2021. The Gemeinsame Glücksspielbehörde der Länder (GGL), based in Saxony-Anhalt, licenses sports betting, virtual slots and online poker. Table-style online casino games sit under tighter, often state-level, rules.
If you play from Germany, use a GGL-permitted operator for the product you actually want. A Maltese or Curaçao site that still accepts a German address is not that permission. The published cross-operator monthly deposit baseline is €1,000. The GGL can allow a higher individual figure, so €1,000 is the default, not the only legal number. OASIS is the national player-exclusion file, held by the Regierungspräsidium Darmstadt. Licensed operators have to check it.
Netherlands (KSA)
The Dutch remote market is a licensed market, not an open one. The Wet kansspelen op afstand (Koa) took effect in April 2021, and the first KOA licences went live in October 2021. Only an operator with a KOA licence from the Kansspelautoriteit (KSA) may offer online games to people in the Netherlands.
An MGA site, a Curaçao site or a .com lobby with a Dutch flag is not a Dutch licence. CRUKS is the national exclusion register. The market opened in 2021 as a licensed market. It is not still gradually opening.
France (ANJ)
France is not an open online-casino market. The Autorité Nationale des Jeux (ANJ) licenses sports betting, horse-race betting and poker. It does not license online slots, roulette or blackjack for the French public. A euro cashier or a Malta licence does not change that.
Sweden, Spain, Italy
Sweden is licensed under Spelinspektionen (spelinspektionen.se). Spain is licensed under the Dirección General de Ordenación del Juego (DGOJ). Italy is a concession market under the Agenzia delle Dogane e dei Monopoli (ADM). In all three, the local permission is the one that counts.
European Law
There is no single governing organisation for online casinos in the EU. Member states remain accountable for their own gambling law. No Union-wide casino licence exists, and no Union institution issues one. What you can open tomorrow morning depends on the country you are in, not on how many EU stars sit in the header.
UK readers (labelled aside). A UKGC brand belongs on the Commission register. If you have already self-excluded, GAMSTOP is the national file. These three are local bank rails, not licences.
iDEAL is the Dutch debit rail on many KSA-licensed cashiers. On a site that does not hold a Dutch licence, the same button is a warning, not a convenience. BLIK is the Polish mobile-bank rail.
